Education as its core is always religious or at least promotes religion. Education, particularly the sciences, must present theories about the origin of the universe and man. These theories, such as are in Idaho's Exiting Standards, are carefully set before students by educators for the very purpose of developing a worldview. The Exiting Standards are crafted specifically to teach children to think and function in a very specific way.
A worldview is what people believe about the past, present, and future of the universe and what their responsibility is based on those beliefs. Another way to describe what a worldview is; is to say that it is a person's value system. Worldviews affect the way people relate to government, other people, and the way people view history. An evolutionary worldview for instance has led to ideas about master races, class structures, devaluation of life, the revision of history books, etc.
Religion is simply the application of a worldview. By establishing evolution as the foundation of their worldview and excluding Creation, Idaho's government school system is in fact, establishing and exclusively promoting a religion.
